2.1.     Executive summary of the Action

Please give a global overview of the Action's implementation for the whole duration of the project

The project “Culture Bukovina – reviving forgotten (RO-UA culture)” is the first CBC project implemented by Hlyboka District Council. During the project period all the project activities have been held. The official opening of the project was organized, project team was formed and labour contracts were signed. Meetings between partners were organized. Implementation of activities concerning procurement and development of promotion materials was prepared and held. The initial conference of the project has been held, the project team members made a trip to Romania where they held the grant opening of the project together with the project partners. During preparation of the activity 3.1. Purchase of equipment: mobile stage, audio and lighting equipment Hlyboka District Council conducted open tender procedure which lasts at least 2 months. Procurement of audio and lighting equipment was conducted with a delay of one month, i.e. instead of months 3-4 the procedure took months 4-5. The activities aimed at the purchase of lighting and audio equipment, office equipment and furniture (minors changes to the budget) were held. During this period, was conducted the local open tender procedure for the purchase of a mobile stage, the first attempt fails due to lack of offers from potential sellers. In connection with this procedure was carried out re-bidding and was acquired the mobile stage to be used for festivals "Forgotten colours of traditional culture" and other outstanding events to be held in Hlyboka district. The site in three languages was made, stickers in Ukrainian  and English languages and flyers were designed and printed that were agreed by Contracting Authority. The project was registered in the Ministry of Economic Development  and Trade of Ukraine is exempt from VAT. Also to the Ministry of Economic Development and Trade of Ukraine was sent semi-annual monitoring card of cross-border cooperation project. The intermediate conference and AREAC seminar was held with participation of key representatives of project target groups. The 2 festivals of the project – “Forgotten colours of traditional culture” and “Martsisor” have gathered big quantity of Hlyboka inhabitants and people from neighbouring villages to exchange valuable cultural information among Romanian and Ukrainian communities. The final conference has outlined the project’s closure, had revealed main conclusions made within Ro-Ua partnership.

 

2.2.     Activities and results

Activity 1:

Title of the activity: (GA1, Activity 1) – Round table in Hlyboka, Chernivtsi region, Ukraine, on 12 M ay 2011, 7 July 2011

According to the project activity (GA 1.1) Round table includes 4 working visits of the Romanian partner to Ukraine. This means that the event continues throughout the project implementation period. During the reporting period in the implementation of this measure we had to achieve 3 results of the project: an initial conference, a grand opening of the project with the media, 1 working visit to Ukraine and back. All project results have been achieved.

Initial conference was organized by the July 7, 2011. During the meeting all parties and partners discussed key issues regarding further implementation of the project, the specific participation of each partner, schedule of project implementation and reporting, and establishment of possible outcomes from the project.

Reason for modification for the planned activity was the fact that the project team was formed late and there was no time to organize in the first month of project activity (GA1, Activity 1) - Round table in full, so it was decided to hold initial conference later.

-          1 grand opening with the media organized in Hlyboka.

-          Meeting of all parties and partners discuss key issues regarding further implementation of the project, the specific participation of each partner, schedule of project implementation and reporting, and establishment of possible outcomes from the project – initial conference

-          30 participants of round table who received information about the project

-          1 press release and 2 media articles ( in Ukrainian “New day”, in Romanian “Monitorul de Hliboca” – 20 of May, 2011).

-          1 working visit to Ukraine and back 

 

GA 1, Activity 2.

Title of the activity:  Intermediate conference in Hlyboka with 20  participants for 1 day on January 15, 2012

Topics/activities covered:  the intermediate conference was held after the festival "Forgotten colours of traditional culture" as its aim was to discuss the results of realized festival, making recommendations that would improve in future realization of the festival.

-          Discussing of pluses and minuses of the held festival, measures to avoid drawbacks in future;

-          Establishing the frame of the next project activities, resources and logistics to be used, specific responsibilities

-          Discussing the selection of participants for the next activities

-          Discussing location, time for activities.

GA 1, Activity 3.

Title of the activity:  AREAC seminar in Hlyboka with 20  participants for 1 day on April 7, 2012

Topics/activities covered:  the seminar on importance of cross-border cooperation in the border areas of Romania and Ukraine was held by NGO AREAC representatives for key representatives of the project target groups, representatives of local authorities of Hlyboka district, entrepreneurs. At the seminar best practices of cross-border projects held in Ukraine were presented and discussed, an important decision to participate in the further calls for proposals within ENPI programmes was taken.

-          Presentation of Ro-Ua-Md programme;

-          Discussing of pluses and minuses of the cross border projects, their opportunities for local communities;

-          discussing topics for future joint projects;

-          Discussing the existing possibilities of open calls for proposals for local communities.

 

Reason for modification for the planned activity:

The deviation from the action plan can be explained by necessity of the project team to prepare the festival “Martsishor”. After the festival was held the preparation of the seminar started.

Results of this activity:

-          1 seminar on cross-border cooperation in the area held with participation of project team members, interested people

-          main advantages and drawbacks of cross-border projects implemented in Ukraine presented and discussed  

-          During the activity it was decided to unite the efforts and existing intellectual potential of territorial communities of Hlyboka district for further participation of villages and towns of the district in calls for proposals of ENPI programmes, including the Joint Operational Programme Romania – Ukraine – Republic of Moldova.

GA 1, Activity 4.

Title of the activity:  Final conference in Hlyboka with 15  participants for 1 day on April 10, 2012

Topics/activities covered:  the final conference was held to close the project, to announce its results to project participants, to make conclusions on organization of its events - the festival "Forgotten colours of traditional culture" and festival “Martsisor”, to make recommendations on provision of the activities sustainability in future.

-          Discussing the proposals on further continuation of cooperation between communities of Hlyboka and Botosani;

Title of the activity: (GA2,  Activity 1) – Design of the site and distribution of flyers

For this activity were held two tender procedures for service delivery with the development of the site in 3 languages and to develop and distribute flyers Romanian and Ukrainian. Site layout and flyers have been previously approved by the Contracting authority to support all visibility conditions.

GA3,  Activity 1:

Title of the activity: (GA3,  Activity 1) – Purchase of equipment: mobile stage, audio and lighting equipment

Implementation of this activity under the updated action plan has been changed to 7-8 months of  project.

The action was intended to purchase a mobile stage, lighting and audio equipment for the festival "Forgotten colours of traditional culture" in the project and other cultural events.

The activity was held in two phases, the first was held within purchase of audio and lighting equipment in 5 months of the project. The second was held purchase mobile stage for what was done  local open tender procedure in accordance with Ukrainian legislation.

The activity was held in time according to the updated action plan which was agreed with all partners in the project. Purchase audio and lighting equipment was done ahead of schedule because the procurement procedure was started under the previous schedule for programmed activities.

Results of this activity:

- 1 festival “Forgotten colours of traditional culture” held in Hlyboka  

- exchange of cultural information gave a positive impact on the cultural awareness of the festival participants and audience.

GA 3 Activity 3.

Title of the Activity: Renovation of the stage

Topics/activities covered:

During preparation of the festivals “Forgotten colours of traditional culture” and “Martsisor” the stage was renovated. Namely, the new stage decoration was installed.

Results of this activity:

-          1 stage of Hlyboka properly decorated with the new stage decoration

GA 3 Activity 4

Title of the Activity: Realization of the festival “Martsisor” with 50 participants and 500 people audience  for 1  day  on March 1, 2012

- 1 festival “Martsisor” held in Hlyboka

2.3.      Activities that have not taken place

Please outline any activity and/or publications foreseen in the contract that have not taken place explaining the reasons for these.

Activity 2 of GA2: Development and distribution of books about festivals (design of 10 page books in Ukrainian and Romanian languages in quantity of 200 books) was not fulfilled due to the logistic difficulties and improper management of the project.  Respective order of Head of Hylboka District Council #10-oc as of 12.0-4.2012 is attached to the documents justifying the project progress.

2.4.    What is your assessment of the results of the Action? Include observations on the performance and the achievement of outputs, outcomes, impact and risks in relation to specific and overall objectives, and whether the Action has had any unforeseen positive or negative results (please quantify where possible; refer to Logframe Indicators).

The bulk of the results of the project have been received. Due to the improper management of the project the publication of Ro-Ua book was not achieved. Due to the same reason 3 working visits to Ukraine instead of 4 were achieved and 2 working visits to Romania were achieved instead of 3. Due to the fact that since the project preparation till the project contract signing technical progress developed, the sound possibilities of acoustic system (subwoofer) were sufficient for Hlyboka festivals. Therefore there disappeared the necessity to buy 4 more acoustic systems (subwoofers). The same applies to purchase of microphones (planned quantity – 6, executed quantity - 5). The stage wear was not purchased during the project implementation as it was bought before the contract signing by the Beneficiary.

2.5.      What has been the outcome on both the final beneficiaries&/or target groups (if different) and the situation in the target country or target region that the Action addressed?

The main outcome of the Action for target groups and final beneficiaries consists in establishing long term relationships aimed to enforce cross-border cooperation and preserve Romanian cultural patrimony on both sides of the border. The project activities have become a close link between cultural heritages of the population of Hlyboka and Botosani. This explains the importance of a common language and common interests in development of culture in both regions. The main outcome is convergence of Romanian and Ukrainian population through direct contacts between Botosani county and Chernivtsi region, and, as a result, a better ratio of neighbouring nations to each other. The level of artistic and aesthetic musical education of children and adolescents has been significantly raised due to exchange of experience in stage presentations during the festivals. The citizens are becoming more proud of their native land, enriching the spiritual life of visitors through artistic activities. Due to the Action activities the role of culture in the context of sustainable development of Ukraine and its individual regions (especially cross-border regions) has been significantly raised. The project events have enhanced the participation of Ukraine in the perspective in international cultural projects, cultural and information exchanges, due to the received experience of work in this project.

The web site performs the informative function on the festivals and other events happening in Hlyboka and Botosani and will be held within the further cooperation between the two communities of cross-border region. The maintenance of the web-site is within the responsibility of project Beneficiary - Hlyboka District Council.

Flyers of the 2 festivals held within the project – “Forgotten colours of traditional culture” and “Martsisor” – were distributed before these festivals. They were disseminated among citizens of Hlyboka and neighbouring villages during mass events, in the streets of Hlyboka.

Stickers were used to indicate visibility on the material assets procured within the project – stage, audio and visual equipment, furniture, office equipment, etc. According to the rules of Visibility Manual all these material assets were marked with stickers giving information about the project and the Ro-Ua-Md programme.

           Contract with “Alviss LTD”, the amount 33750 €,  purchase of mobile stage via Local open tender procedure.

 

2.8.    Describe if the Action will continue after the support of the European Union has ended. Are there any follow up activities envisaged? What will ensure the sustainability of the Action?

 

Sustainability of the project after its implementation is ensured by the maintenance of traditional Romanian and Ukrainian culture, i.e. participation of Romanian representatives in 2 annual festivals “Martsisor” and “Forgotten colours of the traditional culture”. All the equipment purchased for the festivals, remains for the project Beneficiary – Hlyboka District Council. Therefore this organization together with its partner – Department of Culture and Tourism of Hlyboka District State Administration plan to hold art and folk events of the permanent basis. Namely, in the nearest future the purchased stage equipment is to be used for celebration of Europe Day and Independence Day of Ukraine, other artistic events. Increasing role of the festivals will also be promoted by the publications in local media about new and interesting events in the life of Hlyboka community. The web-site will serve a method for collecting the applications for the following years and coverage of events. Also, on the basis of the existing cooperation other projects will be developed for the mutual benefit of the cross-border communities. 

 

2.9.    Explain how the Action has mainstreamed cross-cutting issues such as promotion of human rights, gender equality, democracy, good governance, children’s rights and indigenous people, environmental sustainability and combating HIV/AIDS (if there is a strong prevalence in the target country/region).

The project brought together themes of sustainable development of the region in the framework of cross-border cooperation. It sustains holding of festivals, art events and measures in the border areas through involvement of ethnic groups of art and folk from both sides of the border.

The project provided equal access and equal opportunity and does not discriminate final beneficiaries of gender, age or by nationality. The project did not affect the territorial unity of the Ukrainian and Romanian administrative units.

2.10.How and by whom have the activities been monitored/evaluated? Please summarize the results of the feedback received, including from the beneficiaries.

 The project has been constantly monitored and evaluated from the side of the Joint Technical Secretariat of the Joint Operational Programme Romania – Ukraine – Republic of Moldova. During a number of monitoring site-visits starting from the pre-contracting stage and finishing with final stage the project events, procurement procedures, project documents have been checked and monitored. So the Contracting Authority has provided permanent supervision of the project progress. During these visits some problems of project management have been revealed, the Beneficiary was advised to make correction work. The Beneficiary did its best to follow the recommendations of the JTS in terms of effective project management.

Also the project activities have been positively evaluated by the final beneficiaries – inhabitants of Hlyboka and neighbouring villages who participated in the festivals. Positive feedback is ensured through publications in local media. According to the results of the feedback it was decided to continue the practice of holding annual festivals “Forgotten colours of the traditional culture” and “Martsisor” on the permanent basis.

2.11.What has your organization learned from the Action and how has this learning been utilized and disseminated?

During the Action implementation the Beneficiary acquired valuable experience of teamwork, of establishing and maintaining contacts with project partners from Romania. During the working visits the project joint activities were planned and implemented jointly, with account to experience of Romanian partner. Within the project the partners have learned to work together and became reliable partners. This knowledge and skills will be useful for further implementation of joint projects between the local communities and authorities.

  1. 3.       Partners and other Co-operation

3.1.      How do you assess the relationship between the formal partners of this Action (i.e. those partners which have signed a partnership statement)? Please provide specific information for each partner organisation.

Throughout the project duration between the project partners have built up good partnerships. The Ukrainian and Romanian partners held a number of meetings, which were conducted in an informal setting for meeting for the project implementation. Although not all the meeings were held, active communication was sustained with the Romanian partner via email and phone. Reduced number of meetings did not affect the achievement of project final results.

Between the project partners have been no conflicts or disputes.

3.2   Is the partnership to continue? If so, how? If not, why?

The partnership is to continue in the framework of the memorandum of understanding and action plan of developing cultural cooperation in future signed between Hlyboka District Council and Botosani County Council (Directorate of Culture, Religious and National Heritage). This action plan presupposes sustaining the existing traditional events developed within this p[roject and development of new partnerships in the sphere of culture of the cross-border area. The cooperation also gives possibilities to elaborate a number of other cultural cross-border projects between the partner communities. 

3.3 How would you assess the relationship between your organisation and State authorities in the Action countries? How has this relationship affected the Action?

The project is implemented by public authority and therefore there is a close connection between our organization and the State authorities of Ukraine. The greatest relationship is with state institutions responsible for the use of funds. There have been no problems in relationships with the state authorities during the project activities implementation.

3.7  How do you evaluate co-operation with the services of the Contracting Authority?

Hlyboka District Council has been developing and sustaining fruitful cooperation with Joint Technical Secretariat of the Ro-Ua-Md Programme as well as with the Contracting Authority – Ministry of Regional Development and Tourism of Romania. JTS gives any possible assistance in consulting concerning the project, permanently monitors the project activities implementation. Due to a nu8mber of sire visits, stable communication with JTS via e-mail and telephone it became possible to successfully implement the project activities, to avoid mistakes in implementation.
